DZLU MEETING DATE: Oct 23, 2018
1. ONGOING PROJECT UPDATES:
a. WHOLE FOODS 365 AT 1600 JACKSON — The Planning Commission Conditional Use hearing has again been continued to 11/8. Village Properties is now proposing to incorporate 8 new apartments on the mezzanine floor which would include a range of studios, 1-bedroom and 2-bedroom units. At last month’s hearing on 10/4 only 5 studios had been proposed and the Commission asked that the sponsors explore utilizing more of the upper floor for housing and that Planning more fully evaluate the proposal. Because the project has increased its housing component, DZLU suggested that fresh support letters from RHN and neighbors be prepared together with a renewed push via dedicated eblasts for participation at the hearing. Variances from rear yard requirements and from private outdoor space requirements will also be required which DZLU supports.

b. 982 GREEN – Planning has required minor design revisions of the drawings the architects have recently submitted to restore the historic south façade and is awaiting the revised sheets. It is then anticipated that DBI will review and issue permit within a few months. The enforcement case will be kept open until the remedial work is completed per plans.
2. ONGOING POLICY UPDATES:
a. STREAMLINING RETAIL PERMITS, ETC. – There had been initial discussion at Board of efforts to revitalize Russian Hill’s neighborhood commercial streets. Lauren Bohlin is Board’s new Merchant Liaison. DZLU offers its support and ideas to help with any initiatives that may arise.
b. HISTORIC DESIGN GUIDELINES – Planning is seeking public feedback on their new effort and will meet with DZLU at its next committee meeting on 11/20. Jonathan Vimr and his associates will represent Planning. Planning will also host a public open house to discuss the Guidelines on 11/8, 5:30-8:00 pm.
c. DEMOLITION CONTROLS – A followup meeting is being set up with Supervisor Peskin’s staff to discuss DZLU’s questions and comments.
d. PROPOSED AMENDMENTS TO PLANNING CODE ON OVERHANGS AND BAY WINDOWS – This was unanimously approved by the Planning Commission at their 10/4 meeting.
e. BROADWAY GREENING PROJECT — RHN has contributed funds toward this effort. A property owner undertaking an approved residential remodel at the corner of Broadway and Larkin plans to install landscaping on the Broadway frontage as part of the greening project but is awaiting City approval of a secondary exit path from the property alongside the proposed planters. DZLU may recommend drafting of a note of support for the project emphasizing our interest in the Broadway greening project, if resolution of the exits with the City is not reached shortly.
