We’ve been approached recently about how to deal with graffiti. This unwelcome form of vandalism creates problems for everyone whether on public or private property. So, we did a little research which we could share with you the most up-to-date information and process from Department of Public Works (DPW). We have created our top-line summary below:
- Public Property: If you see graffiti on public property, please contact DPW through 311, or send on the 311 app on your phone. Then bring it to our attention so we can also advocate for a swift resolution.
- Private Property Owners: It is a difficult situation, but property owners are required to remove graffiti within 30 days. Here is the 2004 City Graffiti Ordinance amendment:
Private property owners are required to remove graffiti from their property within 30 days of notice by Departure of Public Works. (Waiting for a notice from DPW could end up causing more graffiti in the area since graffiti begets more graffiti so we urge you to act swiftly upon seeing the problem.) Here’s how to proceed if you discover graffiti on your property or receive a notice:
- DPW inspects your property and determine if graffiti exists.
- You must remove the graffiti within 30 days of the receipt of the notice (Article 23, Public Works Code).
- Once you abate the graffiti, you must notify us: Call 311or fax 415-695-2175
- If you believe you are burdened with a disproportionate share of graffiti and that removing it results in an unfair hardship, you may request a public hearing within 30 days of the notice. Send your request to: graffitiunit@sfdpw.orgor by mail to:

If you do not remove the graffiti or request a hearing within 30 days, the City will initiate proceedings to abate the graffiti, for a minimum of $500 plus attorney’s fees.
