Housing Element Zoning Program
In preparation for a discussion with Planning staff at our next DZLU meeting, DZLU members walked the Russian Hill blocks that are proposed for zoning changes. Our original questions and concerns outlined in our earlier letter remain and will be discussed further with Planning at our meeting. DZLU will report on this next month to the Board for discussion, including any recommendations for follow up or action.
Planning is aiming to develop more specific proposals in response to community input in November with the goal to advance this to the Planning Commission in January. It would then move to the Supervisors in the spring of 2024.
A high-resolution image of the conceptual zoning maps is provided in the links below. Proposed changes within Russian Hill appear to be the same in both maps.

Legislation initiated by Mayor Breed was brought to the Planning Commission on 9/7 and was approved. It will now advance to the Supervisors. Among many items, this broadens the potential for additional commercial, retail and restaurant uses on the ground floor in neighborhood commercial districts. It permits flexible retail uses and co-location of some uses, as well as allowing some professional services in order to activate commercial corridors and reduce vacancies.
