a. HOUSING POLICY UPDATES
Housing Element Zoning Program:
The latest iteration of the proposed rezoning map was presented to the Planning Commission on 2-1-24 as an informational item (link below). The second link offers a high-resolution map that facilitates zooming in and out to the street and parcel level.

Public comment has been vigorous and sometimes contentious, both pro and con, including: rejection of height increases, request for a pause, concerns regarding risks of small business displacement, nuanced suggestions for adjustments at particular locations, voices in strong support and calls to expand the program.
To recap previous reports, DZLU has met with Planning and RHN has submitted two letters with comments and concerns to the Commission and our Supervisors, most recently in December 2023 (see link https://1drv.ms/b/s!An4fp-3SJwB97UoAA3nD-eM6EzIU).
Planning has been responsive to some though not all of our concerns. They have eliminated the height increases in the lower “bump-out” centered on Hyde between Vallejo and Filbert, clarified how the program works with the state density bonus program (more verification is sought that the two programs cannot be applied on top of one another), and affirmed development of design standards (a draft was presented at a prior commission hearing). But the proposed height at the northern “bump-out”, especially along Aquatic Park, remains at six stories and is a concern.
Input is still being received and another informational presentation to the Planning Commission is planned on 2/22/24. The program is anticipated to advance to the Board of Supervisors later in the spring. We are exploring possible educational events in the coming month/s for our members, potentially in collaboration with other neighborhood organizations.
