- a. 906 Broadway – “The Melody” proposal at Guadalupe Church
DZLU and a representative from Lighthouse, the firm leading the public relations for this proposal, have discussed a presentation to discuss their program and any potential neighborhood questions or concerns. The proposed program utilizes the landmark Guadalupe Church structure as a special event venue. A presentation to DZLU has been confirmed for November.

- b. 1000 Broadway

This design is very similar to one that had been proposed almost two decades ago, sited on vacant lots at the corner of Broadway and Taylor Street, within the Vallejo Crest National Historic District. At the time it had garnered RHN’s support. The development would yield five high-end units consisting of two single-family homes, one with an ADU, and a duplex. Parking for eight cars would be provided in a below-grade garage. A prominent redwood tree at the corner is preserved and penetrations into the historic retaining wall at the site’s perimeter would be limited to one location for garage access. The developer has reached out to the immediate neighbors.

- c. 888 Union
This is a proposal to demolish a 1-story garage and replace it with a 3-story over basement building for three condominium units. No timeline has yet been established. As it moves forward, we anticipate notice of a pre-application meeting.
Proposals for new building projects in Russian Hill have been rare over the past few years because of high construction costs and interest rates. We will see in the coming year if the pace of new or revived proposals grows.

- a. Housing Policy Updates:
Adding historic properties to SF Register
As outlined last month, recent state legislation to incentivize and streamline approval of housing projects usually provides protection for historic resources, but only if local landmarking is already in place. There is a heightened concern about the need to expedite this typically slow and deliberate process. DZLU representatives are following up with architectural historian Bill Kostura, with Planning staff and with the author of the article linked above, for ideas about supporting this effort.
In response to our outreach, Planning staff will prepare spreadsheets of buildings on Russian Hill that are currently eligible as well as potentially eligible for City landmarking.
