DZLU COMMITTEE OF RHN
Tuesday, March 25th, 2014 @ 7:00 P.M.
Laurie Petipas, Chair of the Month
ACTIVE PROJECTS
a. Francisco Reservoir: The F R Working Group is focusing on fundraising. They
have retained an attorney to set up the 502C-3, and the Conservancy. Eventually
there will be two subcommittees: a Communications Subcommittee and a
Planning & Design Subcommittee. Both David and Bob would be willing to
serve on these as RHN representatives.
b. Macondray Lane Stairs: Amy Chan (David Chui’s office) will research and
explore what would be required to bring the stairs up to DPW standards and then
possibly the City might take it over.
c. Undergrounding: (no report)
d. 1338 Filbert Street Cottages : Noisy, but work continues apace.
e. Garage at 1137 Green & 1111-1113 Green: Neighbor Larry Holmberg got
permission to build 5 spaces in new garage. Lydia is concerned about the ugly
gas meters and pipes on the wall from the houses to the sidewalk. David will
check permit status at DBI.
1111-1113 Green (Julia Morgan design) is renovated but still unfinished and
unoccupied (perhaps 15 units of 1, 2 and 3 bedrooms). Realtor Bill Harkins will
be handling them as leased rental units.
f. AT&T U-Verse Boxes: Steve K, Steve T. and Sarah have scheduled a meeting
with Marc Blakeman of AT&T to examine possible other-than-sidewalk sites
within 300 feet of the box at 999 Lombard on of April 3rd (4:30 pm). That date is
the cut-off date to appeal AT&T’s permit application to place a U-Verse box on
the sidewalk in front of 998 Lombard Street. Sarah will draft RHN’s official
objection to this sidewalk box and send the draft to DZLU, Steve K, Steve T., and
to Dan Hollinger for editing and comments to submit it to DPW BEFORE the
deadline.
g. Appeal Hearing Re: AT&T Boxes: Leah reported on a hearing this morning in
the State Courthouse for an appeal by S.F. Tomorrow, demanding that the City
require a CEQUA report for the 273 U-Verse boxes AT&T plans to install on City
sidewalks. The judges will make their decisions in 90 days.
h. AT&T Cellphone Antenna & Box (Larkin/Greenwich): At the February 20th
meeting with Marc Blakeman, he stated that an alternate site for the antenna & box in the park might be considered. We assured him than that RHN would
support that. Apparently, he listened (to us or to other irate neighbors) because
the site was dropped in favor of a pole ½ block down Larkin, in the park.
i. Other Reports by Committee Members: The Coalition of SF Neighborhoods
drew to our attention to a new (Oct 2013) “Policies for On-Street Parking
Management” document. They feel this should be rescinded and that the
Citizen’s Advisory Committee of the SFMTA should be urged to instead reaffirm
the primary role of “Sustainable Streets” documented in SFMTA’s Strategic Plan.
DZLU decided to pass this matter on to Transportation Committee (Steve Taber).
2. NEW PROJECTS: None
3. NEIGHBOR INQUIRIES: Leah was approached by a Filbert St. neighbor
concerned about possible height violations by a 6-story building being constructed on
Filbert across Van Ness. This is outside of out boundaries, so no action will be taken.
4. NOTICES RECEIVED:
a. 1629 Taylor/Broadway: Laurie attended a Pre-App meeting for a 2 car garage
and elevator. None of the attending neighbors objected to the addition, though some had
concerns about potential construction noise.
Unrelated to the project, the neighbors also expressed concerns about excessive
contractor parking permits along Taylor and poor enforcement of the 72 hour parking
limit in residential permit parking areas.
b. Notice to engage in the sale of alcoholic beverage for Liquor License for
Union Larder at 1945 Hyde (Valencia Garage): DZLU knows of no objections to this
application.
