The DZLU Committee met Tuesday, October 28, 2014 from 7PM.
Francisco Reservoir
Meetings have been scheduled between the Francisco Park Finance Committee and Rec and Park. Also, Richard Parker, Architect for the original proposed park design, will be speaking to those who have promised to donate to the project.
1045-1061 Broadway Trees
RHN’s eight-year-old appeal of the adjacent Broadway property owners’ permits to remove four mature trees was scheduled for a hearing before the Board of Appeals on 10-29-2014. However, due to the playing of the seventh game of the World Series, won by our victorious SF Giants, that hearing has been postponed to Wednesday 01-14-2015.
Macondray Lane Stairs
The appropriate personnel at DPW have been identified, who will explore the requirements for the possibility of DPW taking over responsibility for the publicly used stairs. A meeting has been scheduled with DPW, DZLU members and the abutting property owner.
Undergrounding
The SFCUU (the San Francisco Committee to Underground Utilities) continues to work in the community at large and with several Supervisors’ offices. Their Coalition has a meeting with Supervisor Farrell’s office to discuss on-going research within various City departments. They also met with Supervisor Tang and Jason Fried of LAFCO (Local Agency Formation Committee) to discuss the research being done by LAFCO. They continue their outreach to other neighborhood organizations, and seek additional committee members.
1137 Green Street
There is continued concern about the very conspicuous conduits on the historic wall. There is the possibility that the SF Planning Department’s Historic Preservation section would have some interest in this subject. DZLU will continue outreach to the permit holder in search of a satisfactory resolution.
1338 Filbert Cottages
More concrete was poured. The project sponsors hope for a completion date within 2015.
1281 Greenwich
The property owner previously came to us for support for a new driveway encroachment on the public-right-of-way and now has permits. Project Sponsor currently wants to convert a duplex into single family home. We hope to make sure that the promised landscape street improvements, previously agreed to, will be honored and that the project sponsor will beautify, landscape and maintain the park area surrounding his new driveway.
ROOF DECK POLICY
DZLU plans to investigate the City’s roof deck approval process and policies in other neighborhoods, with the possibly of developing an RHN “Roof Deck Policy” to address neighborhood concerns regarding roof decks.

Roof deck construction needs strict control which doesn’t seem to be happening under the current DBI/Planning process. As a case in point, there is a new permit application filed for a building on Leavenworth St which includes a new roof deck. This building comes across the entire rear of my building on Union St. Consequently any decking would be directly outside the bedrooms and living rooms of all eight apartments in my building. Views, privacy, noise, property values would all be affected with any such decking. This permit application is totally unacceptable. The RHN should take this on as case in point regarding any roof decks. I will certainly be using any means necessary to stop this contruction.
