Housing Element Zoning Program:
– General updates: Mayor’s new directive
The previously scheduled April 4 informational update to the Planning Commission was postponed and has not yet been rescheduled. Mayor Breed has directed SF Planning to explore revisions. See the linked Chronicle article below for more background. The desired densities and heights are described as “more Paris, less Hong Kong”, with an emphasis on more modest 6 and 8-story buildings that are less expensive and therefore much more likely to be built. Unit density limits would be removed in 65-foot zones. The goal is to adjust some heights downward while more selectively focusing higher buildings at some transit and commercial corridors.
The State’s mandate is to create zoning capacity for 82,000 new units in the next eight years, including approximately 46,000 units already in the pipeline and 36,000 new units. Attached is one very hypothetical map sketched by YIMBY volunteers that has been publicized, a concept that is supported by several other housing advocacy organizations. It shows what appears to be a more equitable distribution of up-zoning, but would raise new sets of concerns over neighborhood impacts. As discussed at prior meetings, Neighborhoods United SF, a coalition of neighborhood organizations, was created to address concerns regarding zoning.
RHN’s previous letter continues to represent our concerns and requests regarding rezoning in our area and will remain relevant until new proposals are presented. DZLU recommends no new action at this time while we await new proposals and updates.
