1. ONGOING POLICY UPDATES

a. HISTORIC PRESERVATION PLANNING
The Northeast San Francisco Conservancy is seeking RHN support for adoption of the North Beach Historic Context Statement, part of efforts to create a historic district in North Beach including blocks on east-facing slope of Russian Hill within RHN’s boundaries. This will be on the Historic Preservation Commission’s agenda on 12/7/22. See link below:

DZLU is supportive and drafted a support letter approval by the RHN Board’s Executive Committee.

b. SF HOUSING ELEMENT

This is scheduled to go before the Planning Commission again on 12/15, and then to the Board of Supervisors on 1/10/23 to begin the adoption process which must be completed by the State’s 1/31/23 deadline. See especially Appendix B: Sites Inventory and Rezoning Program, Figures 11, 12 & 13.

DZLU has drafted a comment letter for RHN Board review intended for the Planning Commission’s 12/15 meeting. The draft relays our concern about a proposed 65’ height zone on several blocks east of Polk (north of Broadway), as well a 65’ zone on Bay St. and north, running from Fisherman’s Wharf to Aquatic Park. (See the two tan-colored protrusions into Russian Hill toward the upper right corner of the following map.)

DZLU also recommends that design guidelines be developed or reinforced that govern setbacks and other strategies to ensure appropriate transitions between new taller buildings and neighboring lower structures. The draft letter also stresses that a mechanism should be developed so that the height provisions of state and local bonus programs are not additive with the height increases called for in the Housing Element.
